CAN THE GOVERNMENT TELL US WHEN THE CONSTITUTIONAL SQUARE WILL BE AVAILABLE TO PUBLIC USE?

The Constitutional Square is out of public use for a number of months now. This cannot go on for long. The NRM Government ought to know that these infrastructures are not for beauty. They are in place to serve a purpose. If the place is to remain under Police as is the case now, then it will make a lot of sense to re-name it as it cannot be a Constitutional square when what is in practice is unconstitutional. Surely, it is absurd to see Police Officers at the place for so long without any timetable which is clear when they will have the people who should use the facility access it. It is sad to see organizations like the Blood Bank look for a decent place where donors can conveniently be mobilized to donate blood. On more than one occasion, the Blood donors have been called to gie blood at an inconvenient place at the Uganda Main Post Office. I think this cannot go on indefinitely. Surely, the Policemen can keep around while the people in the City enjoy the green environment. When such practices go on indefinitely, they get to show the public that it is actually dictators in control otherwise, the logic to keep people out of that place is not there. Meanwhile, Kampala City Council Authority (KCCA) should get the outlook of the park improved. A few images below are an example of a better outlook that can be given the Constitutional Square.
